"Nuestros Pueblos" is registered in the BMI repretoire database. Ramito Flor Morales Ramos is listed as the tune's composer.

Go to http://www.bmi.com/search/ and do a title search on "Nuestros Pueblo". If you follow his link in the search result, you'll see that he has 271 tunes registered with BMI, the performance rights organization in the U.S. that collects performance royalties for most popular music.

I should point out that the person who is given composers credit is rarely  the person who successfully performs a composition in public. So the fact that Romito's name appears on sheet music or on a record is not much help when are looking for someone who has performed the piece.
