Dawn,

I'm confused. You're asking concerning a song about the song Danny Boy. Does that mean that the lyrics somehow refer to or quote the Danny Boy lyrics? Also, it would seem hard to have it refer to Danny Boy, if it was composed before Danny Boy.

I do know that the melody for Danny Boy is thought to predate the lyrics which accounts for the fact that it is sometimes listed as a "Londonderry Air". That fact exhausts my lore concerning the tune. Anyone else want to take a crack at this?
