Ok, let's do an exeriment.

Comparelocrian-locsh2 GIF:

In the chords of this example, I'm repeating a minor ii-V-i twice (Emi7(b5)-A7b9-Dmi).

On the first repetition, I use E Locrian over Emi7(b5) and emphasize the b2 of F(brown note in bar 1) by placing it on the beat with longer duration.

 On the second rep, I use E Locrian(#2) and emphasize the 2 of F# (green note in bar 4) by beginning the phrase with it on beat one and giving it large duration.

To my ears, the F in E Locrian is more relaxed sounding than the F# in E Locrian(#2). The way I compose I could make use of either sound but I would use the Locrian(#2) with way more trepidation.
